Ideas for the Veigar stun rework

Instead of adding a delay that either allows your opponent to just walk away, or is eventually small enough it's like before only countered by dashes what if veigars stun scaled off of how long it had been out?

This way you can still have a powerful zone denial tool in teamfights without making it to effective at locking down someone from 1000 units away. Maybe halved stun duration for the first second it's out.

Alternatively we could add a cast animation like thresh hook so you know he's going for a stun but not where (oh the mind games)

actually his stun is in a good spot since the change, its dodgeable for the enemy but there is a small window so good veigar players can still land it. It comes down to player reflexes and whether the enemy is expecting. Effective use of the stun would be when the enemy is most exposed (like right after Yasuo's ult or at the end of a players dash) or if you get them from out of sight range.
