Concepts for the New Rank (aka diet bronze)

So I'm excited about the potential changes to ranked, although I'm told I'm overly optimistic. But there's a problem I see down here in basement (bronze) that I'm wondering if there's anyway to address it. I honestly can't think ofa practical way, so I'm throwing it out to the masses, and potentially to the riot staff, supposing anyone reads this. My problemis this:

In bronze there is, imo, three major reasons the summoners are still in bronze. Two and three arethe ones I'm looking for ideas on.

  1. They don't really care about ranked, but play it anyway. Not a toncan be done here, although I'd love to see riot lock out champions unless you have at least a level 2 mastery, preferably 3 tbh, but I'm trying to be reasonable.

  2. Crappy micro skills. They're mechanical skills and decision making. These players have some basic understanding of the larger concepts of the game what objective are, that vision matters, that 1 for 1 trades aren't always even, but basic skills like last hitting, trading while last hitting, roaming and the like are things that struggle with. Their laning phase is often weak, and are prone to getting smashed in lane to apoint where th their opponent becomes a problem for their team. However if they survive lane their vision, awareness and team fighting becomes impactful.

  3. Crappy macro skills. These players can get cs leads, they can bully you out of lane and understand how to all in you. But if they don't smash lane, or worse, fail a couple all ins and fail behind they become totally useless, placing and purchasing practically no wards, getting caught out repeatedly because they can't foresee being collapsed on. Both failing to make and ignoring calls made by other team mates.

It is beyond frustrating for both 2's or 3's to be paired with players from the other group and watch them throw games in the areas that come more naturally toyou. And I'm comfortable saying everyone hates 1's. Is there anyway with planned addition of a new rank to separate these groups some at the lowest levels, integrating them more as they rank up? Obviously to move truly up you'll need to develope your overall skills in both areas. But as a solid laner, trying to get better at team fighting for example when someone is so far ahead from crushing one of your team matesin lane that they just go wherever they want, killing anyone they see is difficult. Trying to balance trading and csing against someone whos make skill is their laning, also not a ton of fun.

And yes, these skills can also be worked on in norms and even blind but in my experience those modes are even more a crapshoot. Has anyone here NOT taken a champ for the first time in PvP into someone grinding for M7 tokens?

Anyway, please give me your thoughts on:

  1. Would you see a system separating the two at ver like level being beneficial?

  2. Are there any in game measurables you can think of that would actually make it possible to do?
