Dynamic Queue Dodging

I dodged about 4 champ selects today alone. I always watch youtube videos or scroll through facebook in between champ picks before and after this new update where if you dont lock in, you count as dodging. I know its my fault that I do this but really what is the point of the lock in system? Takes way longer for me to join a game because of all these people dodging champ select including me. Very annoying, as I'm typing this I'm waiting 30 minutes for a game.
