queuing with people who intentionally throw games

I feel like there should be some sort of queue option / method to allow people who are being reported for throwing games / afking etc. to be placed in games with fellow gamethrowers / people who aren't fun to play with. i'm tired of losing games with people who don't want to play the game and i know this has probably been discussed a million times but it's just frustrating, and honestly makes me not even want to play the game. why ALWAYS get stuck with people who don't want to play the game? a report can only go so far.
