Homeguard is a fun mechanic, but crowded out the decision space on boot enchantments pretty heavily.

Actually, you're wrong. Flash ENABLES decision space. Not in Summoner Spells, but in champion picks. Without it, numerous champions fall into completely non-viable states. Mobility champs were part of the reason Flash became the "must have" Summoner Spell way back when, and there are a ton more of those now.
And decision space in Summoner Spells? You've still got one slot, and every once in a while, someone comes along that doesn't need Flash, like TP/Ignite Hecarim top.
Making flash mandatory and letting us pick only one SS does decrease the decision space.
Obvious solution: give everyone flash for free and two other summoner spells.
IIRC they don't want to do this because the game is balanced around summoner spells having a certain amount of power, so if we had 3, they'd have to be weaker and would feel pretty bad to use.
Split Flash into two summoner spells.
One functions as a self-only Magical Journey for passing through walls.
The other is a quick, long range Dash that face-plants against walls.
Having instant movement and wall-hopping on the same skill is a large part of the reason why it's so silly.
If you think removing Flash is a good idea, then you probably think putting in a change that would be even more impactful than all of the changes of this pre-season put together is something that is healthy for the game and easily done.
Simple fact : The whole game is balanced around Flash. Removing it (or nerfing it to the point of unviability, which is pretty much what most people ask) would require an insane amount of rebalance.
best of all is this only helps make snowballing worse, since games are pushing into the base pre-20 minutes and now you have no early homeguard option to help with defense.

Well, what else are you going to take, considering that they've been systematically removing every summoner spell in the game that isn't used in 99% of all games?

it's on a 5 minute cooldown. even if you flash at 5 minuters and you have a 40 minute game you're only flashing like 6-7 times max, and that's using your flash as soon as its off cooldown which never happens. dont get why people bitch about this

Except you can pick 2 summoner spells, and only 1 boot enchant. Besides the whole game is balanced around Flash.
Wow you managed to make a post about it and not get downvoted, I'm amazed.
Removing flash would cause junglers to be broken, and immobile champs would become even weaker.
1 mobility spell can save you from a gank, if you have zero and no flash what can you do.
Having no flash would change the entire dynamic of the game. There's a lot of people that have no idea what league would turn into without this summoner.
I think an interesting solution would be to make summoner spells more affected by items. e.g.: Running Ghost, pick up Phantom Dancer get extra 25% more movespeed when using it.
Or the inverse could work as well, Phantom Dancer, if you have Ghost makes your movespeed 25% more permanently instead of the 12% you currently get. Incentives to use things other than flash and make sure to not have flash have an item attached to it's usage or anything like that.
You know what crowds out other champions? Champions that don't need flash.

they should grant homeguard like 15 minutes into the game. flash should be split into two spells: one for offense and one for defense
