Are there any plans for Vladimir

Are there any plans for a Vladimir rework because eve though he is in a good spot now hes still thematicly not as awesome as a grand blood mage of noxus should be, to me when someone says blood mage i think of someone sacrificing half his health to blow up enemies and lots of risk and lots of reward. What are your thoughts?
