Why doesn't Draven have execution damage when he's called the grand executioner?

Why doesn't Draven have execution damage on his ultimate? or in general, he's called the grand executioner yet he doesn't have an execution based damage. Also lore-wise it's said that he would let the prisoner's run as far as possible before finishing them with a far thrown ax that killed them, meaning his ultimate. I'm just curious why he doesn't have any execution damage, even Urgot the old executioner has a massive execute.

He always has execution damage even when his target is at 100% health

It really is a shame that Draven doesn't fit his character in that aspect.

I think they did a really great job of capturing the self-centered part of his character, but it would be nice to see more of the brutal, heartless, executioner part of his character.

Because I think that would be pretty busted if you keep his passive in mind. A global execute ability on someone who gets bonus gold for extra snowball after each kill....

The only way I could see that allowed would be to totally gut the base damage of his ultimate, so he would just deal as much damage as his ultimate is dealing now when the enemy is at like 5% health.

lol his brother has the executioner skill, riot should rework their lore.

edit for clarity.

Well, why doesn't the "Terror of the Void" Chogath have a fear?

Why doesn't the "Prodigal Explorer" Ezreal have any vision abilities?

Why doesn't the "Defender of Tomorrow" Jayce have any "defensive" abilities?

Why doesn't the "Mouth of the abyss" KogMaw who, in the lore is described as incredibly hungry, not have any "eating" abilities and constantly vomits, the opposite of eating?

Why doesn't the "Bounty Hunter" MissFortune have any gold-themed abilities?

Why does the "Curator of the Sands" Nasus go around eating souls?

At least for Kog'Maw, it makes sense. He is not really vomiting, but he is spitting acid for the purpose of dissolving his prey. Then he proceeds eating the liquid that is left of them.

Basically, he is digesting outside of his own body, just like spiders. It is called extraintestinal digestion.
