Syndra's Force of Will
Syndra's Force of Will should throw enemy or allied champions and friendly minions.
There is just no room to interpret, or sense even, in the Dark Sovereign being limited by the feelings of other Champions and Summoners not wanting to be used as pawns of Syndra. To be a true Dark Sovereign, she would need no permission, or to seek it.
Allied champions and minions would take damage but the benefit would be in actualizing the Dark Sovereign's power, rather than making it implausibly limited.
