Why are these Runes locked? I don't understand it

I like the blue tree but I don't want the movement speed rune in the secondary red tree, I want to get the healing but it says I can't get it until level 15.

Why? I don't understand why it's locked behind a level when I'll be no different at level 15 than I am currently at 9. It's just a pointless wait in between putting up with a pointless bonus that doesn't even work in fights.

Only plausible reason I can think of is to inconvenience smurf accounts.

I don't agree with the argument that it is overwhelming to have all of them available at once. You need to have the full set available to test different combinations and see what and how is working. Having them locked only restricts your learning and hinders your progress until you unlock them.
