You know what? I agree with the Veigar changes. But I propose one little last thing.

Make him get extra movement speed in the whole area Event Horizon covers up, even before it appears with the new 0.75 delay. Veigar's weakest point is laning phase and the changes really affect him against popular junglers with gap closers. This change would make him feel like "LOL SEE YA I'LL JUST LEAVE YOU INSIDE MY EVIL PRISON" while he runs from an yellow armor hero-guy, which totally fits his fantasy.
