Ban AFK Farmers.

This is getting out of hand. Instead of rage quitting, players circumvent leave buster by AFK farming: purposefully avoiding all team fights to farm lanes, and never helping out the team.

Riot needs to crack down on these players and ban them. They are toxic players, and do not belong in the LoL community.
