Im pretty sure everybody is now seeing how strong 
is now. So I would like to say, he's is too strong mid game agaisnt the non-tank champs as i have seen how 's E does 25% of your health and maybe 50% if he is Fed which is OVERLY TOO BROKEN EVEN WHEN HE IS FED. All he need is Boots of Swiftness, Trinity Force for the Sheen, Youmuu's, Ghost, and maybe a bruiser item, and then the 2 tank items. He is like Jayce right now.

He did get a buff this season to his R i believe. Maybe there was more.

You almost always use his ulti to initiate though.

He's already a good lane ganker and teamfighter, which the changes just reinforce more rather than address his weaknesses
Point blank ult is used to insec with him for a pick and reduced fear gives you less time to get it off

From 1 sec at all places to 0.75-1.5 depending on range is pretty minor. Lose out on a quarter second or gain half a second at max range

If he is overpowerded (which he is still not) then why does he have only a 47% Winrate? And why are only so few people playing him at all if he is that OP?
And are you actually serious trying to use a guide video as prove for a champion to be OP? ^^
