Proper way Riot should nerf Talon

I think RIOT should really consider this! Talon was not at all properly nerfed, I can get an easy S almost every game even with the nerfs. I may be a mastery 7 Talon but you know its bad when the talon mains are even saying this stuff. Another thing I really feel like Riot should look into is fixing the problems with Katarina's slow as hell animations. The more cc champs riot is releasing the less and less fun katarina players are having even playing her in just norms. I know this is a bit of a rant but I seriously think that this needs to be done about the current state of the meta.
