Viktor seems to be struggling very badly since d-ring stacking was removed from the game. It seems he can't sustain as well anymore in lane and other mid laners excel way better then Viktor now after 7.12. Do you guys have any plans for Viktor?

No, this is intended. He's not supposed to sustain well in lane, because he is better lategame. Also, mana costs are meant to be meaningful on mages
