Toxic Player Blacklist

I've got an idea to help control toxic behavior a bit... Rito wouldn't go for it but I think a 3rd party system that keeps track of player behavior would be nice because you could block certain players and not have to encounter them in a game. Eventually most of the toxic ones would be gone from your prospective queue partners. It would be a long process but in the end I think it would be the best workaround to our current lack of a tribunal (I don't believe that it's coming back at this point). Anybody think this would be a worthwhile endeavor? (TL:DR Name and Shame list for blocking toxic people)

The Tribunal was still being upgraded last time I was looking. They had a suggestion to reward 'positive attitude' in chat reports as I saw last in one of Lyte's threads. http://boards.na.leagueoflegends.com/en/c/riot-official/oBmeafTV-exploring-player-behavior-design-values?comment=00330000

As for a Name and Shame list, it would simply not work. How does one know that they are punished? Would one really go out and tell other people? How is one going to appeal at the 3rd party website? Who is going to control it from the 3rd party side? Would it not be privacy infringement to let a 3rd party handle it?

ive got an idea, only enable the black list once the player starts harassing with curse words, like fuck,dick,scum,you suck, fuck your mother, go suck a dick, idiot and so on, thus making them unable to play the game, unless they type in a friendly way, also make it work in sentences, not just words themselves.
