Spamming E should be more punishing imo, not less, however this is a pretty minor change, unlike other minor changes that are enormous changes in disguise.
He's most certainly not broken, but I also don't really think he needs the buff. He's in a pretty good place right now.
If any skill was going to be buffed, it should have been his E or R, since there's no point in maxing those until the very end.

i think it's a fine change. jayce is really strong for reasons other than his W cooldown. you have to consider that his range form W is going to be his primary damage output in a teamfight. he launches an EQ to start and then pokes away unless someone gets close enough to burst from hammer. Jayce is too squishy to fight in hammer form at the beginning of a fight.
Decreasing his W cooldown slightly means that at max CDR rank 5 he will be able to have 100% uptime on his W in fights. That's really good and it means he'll actually serve a big purpose outside of poking and single target burst. This change may open the gate to tone down his EQ damage a little bit too, which I'd argue is necessary due to the lack of interaction required.
This really wont matter unless your maxing w first, and i though q was supposed to be first
So he can stay more in hammer stance rather than wait for enemies to be at 10 hps
Jayce is already pretty broken, but his lategame is extremely weak.
The W changes will definitely help his lategame DPS. But it won't effect his early game at all since most players max E Q regardless of matchup or lane.
Annoying / strong early game is GOOD for league of legends. Why?
We gotta shut down all of those derpy attack move / faceroll champs like : Syndra / Ryze
A Jayce pick forces the enemy team to have movement / close in champs. Because Jayce's weakness is. . being up close to him. With a weak late game.
In my experience, they typically don't straight up buff champs that see a decent amount of competitive play without nerfing something else about them. I wouldn't be surprised if there is a compensation nerf to come or if the W buff doesn't go through.
Edit: Ok so there was another change in terms the cooldown of W starting after the shots are fired as opposed to as soon as the ability is activated. Best case scenario for Jayce is that he gets all 3 shots off immediately and nothing changes really. Otherwise this is a net nerf.
Jayce gives me cancer. Everything about his design is annoying. -Sit up top and spam Q without ever going oom- The counterplay? Catch him. IF you can ;O. But if you do, He'll just hammer punt you away and then shoot you again while running away. Doesn't help his spammable ability does more damage than most ults. And, unlike Nidalees . . . it's aoe, and is faster.

Jayce isn't being buffed, lol. It's actually a a net nerf.
Yes, I do think some things the Riot balance team does are unnecessary (eg. Kassadin 4.14 nerf), but this is warranted. Jayce was extremely good and needed to be tuned down.
