Anyone else get matches with completely new players?

This is about the 3rd game this week were I was paired with someone not even past level 30. His ADC wasn't even in lane and he only built IE at the end of the game. Almost no one knew how to respond to pings. Doesn't it hurt the experience of both players? New players will be flamed most likely by experienced and the expedience have a handicapped team. (I've been one tricking Neeko in normals)

So much This! i ended my placements in B1 due to some toxic players (one got all inned at lvl 2. i was literaly red->raptors and walking across the midlane where he got killed and left the game and blamed me for not helping)

But now i have Players below 40 in every Ranked game and dropping even further just because those lowbies. I dont want to be mean everyone started new, but can i have please a game where the adc is not a lvl 37with garen at 77 mastery?

I dont realy care if they play good or bad. but i doubt thats just bad luck to have 3x Lvl 30 in a ROW in RANKED.

I'm over lvl 100 and I was matched against a Warwick who was lvl 20 or someshit...
