I think Runes Reforged needs stat customization and more

Seeing Nasus being picked at worlds reminded me that I have a 10% cdr rune page for him. Right now I go 0/18/12 with Stormraider's and some sustain from resolve tree so that I can survive laning phrase, on top of having 15% cdr at level 1 with no items. However, if I want free 15% CDR in season 8 I have to take Sorcery & Inspiration path, and it doesn't even give me the 10% until level 10. On top of that I have to sacrifice some tankiness because I can't take the defense path.

I think other champions would have issues as well, AD bruisers like Renekton, Jayce might want Press the Attack to replace Fervor but they usually don't need the attack speed from Precision path and would much rather have flat AD. If they want AD then they are stuck with Electrocute or something.

I suppose Runes Reforged is supposed to allow more customization to fit your playstyle, but having stat bonus locked together with a rune tree seems to go against that. For example you can't really play fun stuff like full lethality Sion anymore because you can't even have a lethality page. There are also aggro supports who take AD red and AP quints for harass, can't really do that in season 8.

btw Phase Rush seems like a huge downgrade from stormraider's for some champions like Nasus and Sion, maybe Taliyah too. I think it might be better to also proc on ~40% hp damage within x seconds. This way more champions can utilize it.
