When to biuld zzrot? and who should biuld it?

title says it all. My team has been loosing to it and we arn't always sure when to biuld it and should it be jung, supp, or top? We just arnt sure and would like to know what situation to build and when to go other maybe more stat efficient items.

It's more champion dependent I thought. Usually on tanky champions who benefit from the extra resistances

I like to buy it when the enemy team starts to group up early; usually on a support champion or against strong passive pushers like Heimer or Singed.
