Is it Possible to Carry in Low Elo as Support?

In a nutshell: technically yes, but it's not exactly simple. I'd say from top to bottom, most likely to carry as support to least are

Mage "supports" Enchanters Pyke Tanks Misc

With that Misc category being some really off-meta support strats such as Kled support (yes, it works pretty well, actually, but hardly anyone will understand how it works, so you basically throw any form of bot synergy out the window unless you're duo queued.)

That being said, try it sometime. It works pretty well with more aggressive adcs like Kalista, Lucian, and Draven. It also works in a pretty funny way with Sivir, with all the movespeed generated by both of your ults, but the synergy with every other interaction is a bit awkward. I would not recommend it with someone like Kog or Cait...they're just not gonna be strong enough in the early game to back you up.
