Queue dodge fix

Every. Single. Queue. Somebody does not lock in a champion, and it dodges. Can someone tell me why it works that way? Like i feel like dodges would drastically drop if you just have you pick auto lock after the timer again, especially since you lowered the pick timer for some reason.
