No point in playing tank anymore. Everybody just stacks pen and you get deleted. Can all the pen items get nerfed to make tank a viable option?

You cant stack armor pen on like 90% of the champs

armor pen is a non-factor. AD damage is so high to the point where they don't need any pen to delete tanks.

Lets also consider the fact that ad assassins...the main users of lethality.....can get away with building item 3071 which unlike item 3035 reduces your armor by a % therefore is calculated BEFORE lethality... making lethality much more effective...

But supercow you have to apply physical damage multiple times in order to put the armor reduction on them

True but assassins don't even need to buy the item for the passive...it already gives enough stats to compete with lethality items, a khazix with a item 3071 can duel a khazix with a item 3142 thanks to the 400 hp (Which is MASSSIVE FOR AN ASSASSIN TO GET) and 20% cdr.

The 15 less ad can hurt but that extra 10% cdr can be converted via transcendence....

all good points, but it still leads to too many tank busters. There's no point in playing tank when everything melts you. Some champs are tank busters but with all the items supporting this, anyone and everyone can kill a tank.
