No Thornmail on TT

Like the title stated , i was playing Rammus on PBE, hexakill twisted treeline. Rammus core item is Thornmail.. but then i realized it was disabled completely... Why? Why is there champion item who are core to some champion removed ? It's not even broken ..

Thornmail's been disabled on TT for so many years that I don't even remember what the original reasoning was anymore.
