Why RIOT doesnt BUFF KALISTA?
She is pretty bad right now.

For the same reason why old poppy or yorick didnt get buffed, she is hyper cancer if decent and nobody wants to play against it
As long as she has a kit that excels in LCS, she will be in the dumpster, it's rework or nothing.
Because unlike Garen who needs buffs, Kalista has a unique kit which if strong she becomes unstoppable.
There are some good high elo Kalista players still out there.
They don't want new Kalista team skins because SKT T1 Kalista skin released so they gutted Kalista and Azir.
They have already talked about this. They finally admitted that Kalista is broken and that they will be reworking her. As her kit stands now, any buffs at all would make her pick/ban.
