Bot programming is not very strong, and they are rather incapable of interacting with any new mechanic. Ever play Azir against bots? They don't register his sand soldiers, and will just stand there and get stabbed until their life bars disappear.

Updating bots to accept new mechanics is likely not a priority for Riot. It is very scripting intensive and few people above level 10 even play bots as more than practice with a new champ. I wouldn't expect this to change any time soon.
