Sylas - Kalista ult

So basically I want to highlight (because I don't think my solution below would hurt him that much) that Sylas has mobility and quite some damage in his kit (even got buffed, talking 9.2 patch) and there is just one thing, that got me really upset.

The only problem I have and find really unfair is the fact he can use Kalista ult WITHOUT oathsworn bind using . Meanwhile Kalista has to bind and ally and then be in range to use R, but Sylas can use it freely on any ally (as far as I've seen).

Possible solution: Spear for binding is free in shop, so he could buy it and use it then on binded ally. Yes, it sounds overly complicated but more fair, because Sylas shouldn't be able to use every ult for free without complications (by that I mean there should be "bad" ults to steal, so he can get punished for stealing bad ults like etc )...

Little discussion: That brings another question - if he gets ult he doesnt want, like Kalista R, should there be a way to "cancel" that ult ? (throw it away, use it on "nothing", to get cooldown on his own ult or similar)
