Item reworks
Well with Riot's recent announcement that Banner was going to be removed I thought coming up with some alternatives would be helpful. I am not really a fan of just removing things from that game instead of tuning them better.
My idea for banner was to reduce the damage reduction on the minion it buffs to 20% instead of 40% as it currently is, but give it a reduction on aoe damage. This helps balance the issue so that someone should still respond to it, but if you use it for turret siege and making sure it doesn't die instantly to wave clear.
The other item I thought about was the wonderfully never used Ohmwrecker. I had a couple of ideas regarding this item. I would like to see the unique turret effectiveness maintained. I think having an ability on it that interacts with either your turret or the enemy turret on activation could improve this while still maintaining the niche. Maybe having it recover a flat % of your turrets health over a 30sec period and when activated with a 3min cd on it? My thoughts here is that if a team is behind it helps to stall the game out until they can catch up. It also helps to reward enemy teams who commit to taking the turret rather than leaving it standing. While the 30sec timer just ensures that a team gets appropriately rewarded over a good turret defense.
