Stats and the thought process behind them...

I am just curious about champion stats and the thought process that is behind them and possible correlations.

Champ attack range move speed Teemo 500 330 Sivir 500 335 Lucien 500 335 Kalista 550 325 Cait 650 325 Ezreal 550 325

Now I get the concept of having a lower move speed on champs with greater attack range. I also see that Kalista has good mobility while attacking to justify her low move speed considering her low attack range. This I dont quite understand is why teemo has a middling move speed when he shares the lowest attack range. I understand that Teemo gets a move speed steroid but wouldnt it make more sense to adjust teemo's move speed to be more fitting with his attack range and lower the steroid to fit within whatever speed you want him at. It seems anti-thematic to be the swift scout, yet you move slower than peers of the same attack range and you are given a movement steroid to promote the theme. Lucien while having a higher move speed than Teemo with the same attack range has a dash with a lower cooldown than Teemo's 3 sec move speed boost. So in a combat situation where teemo or lucien are taking fire, wouldnt Lucien be a bit more swift than Teemo?

I also am curious at how burst potential is taken into consideration. I look at a champ like Ezreal and I see how his Q makes up for his middling range and how arcane shift makes up for his move speed. Ezreal also seems very burst oriented and needs to land skill shots to balance that out. What I find odd is that for ezreal to gain benefit from his passive he needs to land abilities where lucien simply needs to use them, which kinda leads me to believe that Lucien is the far easier champ to play over Ezreal when they are both meant to be bursty range carries that require skill shots to succeed. Both of these champs make me wonder about non bursty kits like Teemo and how they are supposed to compete at all.

It seems to me that there is a correlation between attack range and move speed for the most part but neither seem to necessarily correlate with the difficulty to play the champ or its burst or sustained damage output. A lot of numbers and names seem arbitrary, like calling teemo the swift scout for example. Then oddly thematic you have a champ like Cait who seems to sacrifice burst and move speed to gain that huge attack range and then you peer at Tristana who gets that attack range yet maintains burst and mobility and seems to sacrifice very little. I see instances of thematic reasoning countered by arbitrary numbers.

These are just some thoughts I had and was wondering what others think...

Actually, I think it makes sense. He is a SCOUT, scouts are meant to move in an out without getting hit or notice, at the point they do, they aren't doing their job as a scout well and should get punishment for it.

Also, there is something you need to factor in that you didn't. Annoyance and fun. It might seem silly, but with how Teemo's kit works, it just isn't truly fun to fight a fed one, more so then any other characters. When fed, he blocks off all options of recovering a match with proper shroom placement.
