Azir's Laning is Unhealthy

I wanted to start a discussion on Azir, especially now that he is slated to receive early game buffs. I believe that he is strong and unhealthy to lane against currently, and these buffs will only make this worse.
Before I go any further, I wanted to offer my proposition:
Set a 0.5 - 1 second delay on Azir's soldiers reaching their destination with his Q before they can begin attacking
Now I'd like to give a quick summary of my perception of Azir's strengths and weaknesses in lane, specifically.
Strengths:
- Strong waveclear even at level 1 (seriously, he farms easier and faster than most other champions)
- High reward, low-risk harass with limited counterplay options
- High base damages, low cooldowns, low mana costs.
Weaknesses:
- Since he is essentially forced to push his lane, he puts himself in a vulnerable position to be ganked if he tries to harass his lane opponent under tower.
- He cannot do much if a lane opponent dodges his Q and engages onto him while he has no soldier's available.
- Obviously, he has a buggy ult. This isn't relevant really to this discussion but I wanted to at least acknowledge it.
The reason I think he is unhealthy is mostly because of the fact that he has limited counterplay options.
Due to the nature of his relentless harass and the weakness it exposes in his kit, I believe you have very few options when laning against him.
- If you are playing someone who can farm quickly, you can ignore him and try to roam. Champs like Morgana and TF come to mind. The problem with this interaction is that these champs cannot push faster than Azir can at early levels and are forced to stay in lane and farm under tower.
- If you are playing someone who can't farm quickly and has to deal with Azir's poke (Fizz, Diana), then you are basically forced to engage on him when he harasses you. His poke is too strong to ignore.
And that brings me back to my proposition: Add a delay on his soldier's auto attacks after they reach their destination with Q. His Q is way too reliable and long range it should not be so punishing for champs that were just barely hit by it.
I think this would add some counterplay to his harass in lane.
