Impossible. Riot fucked up her rework so hard that if she ever were viable in solo queue she would be dominating anything between plat and LCK.

They'd need to cut power from her passive first. She has to stack her passive to be a champion, but she simply deals far too much damage once it's stacked. Imo, her lows are too low(0 passive stacks) and her highs are too high(all passive stacks). What should be done is smoothing the two out by shaving out her passive's attack speed altogether, then buffing the numbers in her kit. This way, she's stronger in general without her having such an absurd amount of attack speed that she kills you before you can actually respond. It strengthens her while ridding of a frustration.

Irelia's damage comes from her passive. Without her passive Irelia can't not take fair trades and can't go all in.

I know, and I find her passive's damage to be over the top. Like you've said, she NEEDS it though due to being useless without it. These facts make it clear that her lows are extremely low and her highs too high. If it's her passive that decides her lows and highs, the only way to actually smooth the two out(e.i. highers lows, lower highs) is to take damage out of her passive and spread most of it to the rest of her kit. The excess power that's shaved off rather than given to the rest of the kit would be her ability to essentially assassinate squishes when she has full stacks.

I think her abilities need to have more damage potential and a little less damage from her passive.

I think Irelia has not been forgotten. Pro player and the LCS team still use her. Irelia has great damage and split pushing potential. IMO i think they just need to buff her base stats a little.
