Don't understand adc rating mechanics.

So my friend went 26/1/10 on jhin with over 200cs and did not get a s or s+. I have seen other laners get less cs and still not get a+. How did he not get that S for that. Please if someone from riot reads this explain the exact mechanics for adc rating because cs should not out weigh kills as it appears to for adc's.
