Auto attack enhancing abilities

I've noticed that a lot of champs that have abilities that make the next auto deal extra damage don't apply this damage to towers whereas some do. So far I've noticed Mord, Kassadin, old Rengar and Talon (yeah they don't really count anymore but you get the point), and Viktor don't do extra damage to towers, whereas Nasus, Garen, Mundo, Ekko do. There may be more but these are the ones I've noticed.

I feel like there should be some more consistency here, thoughts?

Some of those are based on the ability to split push which is invaluable to a few that you've mentioned like Nasus and Garen. On the other someone like Viktor who already has a good team fight, wave clear, early game etc... would just be broken with also being able to take down towers quickly.

some of them actually did also do damage to tower but riot thought it was stupid that they had that much pushing powers so in rengars old kit case it was removed
