Ping issues please help!

My ping has made the following changes over the last 2 months or so and i can't seem to identify the problem

Live ping went up from 70-80ms to 140-150ms . Reinstalled client and it is now 120-130ms but feels like 200ms. Pbe ping went down form 120-130ms to 90-100ms

I've tried everything within my limited capacity with no luck. I really need some help. Any serious tips or ideas welcomed. Was aiming for at least plat v this season but i can't get decent ping for a minute.

EDIT: Pinged the chicago server
