Custom skins allowed?

Hello, I found a program called skin installer ultimate today and installed some custom skins for caitlyn, janna, shen and a few others. I played 2 games with these skins and am quite enjoying them. However, I am now doubting whether I am even allowed to edit the files to add custom skins. My account is at the 14-day stage, so I thought I'd better ask...
