The game wont change, until crit does.
Because tanks, and tank stats are ( and if they arent, they should) based off the maximum damage that can be dealt by a champion. Should it not be that an extreme of one stat should be best dealt with by the other? But this deals into another point that has plagued this game for seasons. Crit is the best way to deal with tanks.
But it is also the hands down the best way to deal with glass cannon characters as well.
The idea of ranged ADC bot lane wont change because they are the only class that perform 2 roles in the game at a very high level._ DPS, and Pushing towers._. Over the past few seasons, it has been shifting to a bigger focus of CPS. Crits per second, and the other issue, Crits and utility.
The past few seasons, ADC have been given a whole host of utility to go only with their crit builds, Phantom dancer used to give the following stats, 50% ATk speed, 30% crit and 12% MS, now you have 5% less attack speed, and now 7% damage reduction. Argueably the second most powerful stat in the game below invunerability/invincibility. A shiv that can instaclear waves, cause for some reason it got buffed. A cannon so you can oneshot from safety, and a blue thing that makes you never have to buy CDR again. Spoilt for choice arent we? Crit feels like the default choice to deal with every situation. in the game thus far.
Why? You force other people to counterbuild around you because they know that you will kill them if you have the 30 minutes later. Yet you have little counterbuilding to do cause you dont really need it. You get 2x the damage for critting, and a little though about fact, you also get 2x the healing.
But what could you do about this all? Its kinda entrenched into the game.
The most extreme thing that I can think of is make crit what Last whisper dreams to be. Make crit your armor pen.
And to do this, you probably would have to change a few things.
#1 : Critical strikes deal with a % of your bonus armor. #2: Armor is now 2 stats, base armor, and Bonus armor. Lethality changed to a % and now only to affect only base armor.
Since squishies dont have any bonus armor unless they build GA, or the like, you have no more Vayne insta gibbing you from stealth. No more 850 range twitch deletion. But still a more reasonable way to deal with tanks. And it also gives variety into what kinds of tanks you could have. Base armor and bonus armor tanks. Tanks like Leona could get additional base armor with her W, making a lethality user or caster the way to deal with her instead of criticals, where malphite would get a lot of bonus armor, making him strong against a zed or a riven who would build lethality/Cleaver, it also, and I hate to say it, gives Vayne a lot more appeal as a person that can deal with either very effectively. Even Yasuo could have a more fitting niche instead of a squishy deleting crit monster.
And what a I believe to be the most important part, it gives ADC room to be given changes that arent just damage or stat changes. Altering the power ceiling so you can see how deep the floor is.
But what do I know, its probably the ravings of a crazy person that wants to have fun in this game.
