Windows 10 lag spikes

So I recently got a new desktop and I've been experiencing some lag spikes up to 2000ping maybe 2-3 times per game. If not a lag spike, then every 20 seconds or so, my ping would go up to 100-200 ping from 60 for a second then return back down. It's my first time using Windows 10 and it's been ages since I had a PC so I'm definitely in the dark in what to do. Someone in the game told me to look at my recent updates, but I don't even know where to start and what may be affecting this issue. I literally just got the computer a few days ago and all I've downloaded is League. Also I feel like it isn't an internet issue because I've been playing on a mac before this and I've never had this issue, just minor lags every now and then.

It's been about a month and nothing has changed except it somehow got worse, now I'm dealing with lag spikes up to 300ping regularly, throughout the game. I did an internet speed test where my lowest download speed was 13.7Mbps and upload speed was 1.85Mbps. I've also changed the in game settings to lowest and have not seen an improvement in performance.

Does anyone have any similar issues or can offer some advice or assistance? (Also sorry if this isn't where I'm supposed to post this, don't know where to put this subject but the client discussion wasn't getting a response so here I am.)
