What happened to the rune combiner?

I just got my little brother to start playing (a horrible season to start playing as well I might add) he's level 20 now stuck with a few tier 2 runes that will serve no purpose in about a week, when I started playing you could at least combine them together to get a random tier 3.

Removed because Tier 2 Runes werent enough of a noob trap as is.

You should have told your brother not to waste IP on that.
