No. He's not. He new has windows of power (Crimson rush) that you can avoid, and you can avoid his E by letting your minions block him. Old Vladimir was just ''try to outsustain all your trades untill I can out-stat you''

Nah. He is still a frustrating PoS, but compared to pre-rework he is a godsend. The q used to have more uptime and deal more damage on average. Noe you have about 2 seconds to dodge the strong q. Now you can hide from e behind minions. Neither of these things could be done before.

He still needs more work, but he is much improved from what he was.
