I think the easiest way to fix soraka (even though they are supposedly changing the kit in 5.24) is to just make her heal similar to Kassadin's Rift Walk . You can stack it up to make it heal more, although it will cost more mana in return. Not only that but it gives the player the decision to either spam first and leave, or hold off and stay vulnerable and use it for a squishy team mate later on in the fight.
This would break this champ. What else could she do?
I like the way soraka is composed currently. She has great healing but is Incredibly squishy unless you can land her stun.
Great idea although I think that healing charges would be better because that way you can limit her effectiveness in the laning phase, but not touch her team fight potential that much. Basically she takes a long time to get charges, the heal is more potent based on missing hp, and there is a small cool down between w usage.
