Normal Draft Mode Duo or Flex 5

Alright I hate to complain but I hope this maybe can evoke a change if enough people agree with me. I'm a big fan of playing Normal Draft Mode on Summoners Rift, lately though all I see is 5 man pre made teams. Most of those 5 man teams has someone in a much higher elo then the rest as well. Where as I duo with my brother and that is usually it and we are both pretty much the same rank.

Normal draft has become an unfair place where people take advantage of the system to consistently win by bringing their higher elo friends and also 5 man groups that are all on headsets and such. I don't mind versing higher elo people in normals, but unless I bring one of my higher elo friends in; my team stays around the same rank as me and my brother.

So with all that being said here is my simple solution to making Normal's more fair for everyone.

We need a Solo/Duo Normal Draft and a Flex 5 Normal Draft just like ranked has. Even further if someone wants to play with their higher elo friend in either game mode the enemy team should be given someone around that same elo. I know I could just play ranked and have everything I mentioned but I'm just not someone who enjoys ranked and I would like to have a fair and even playing field just like people who play ranked get.
