Had to que dodge 2 games; very confused

This takes place on a different account as for some reason the site wouldn't let me log on with it. Anyways, I recently started playing again and I've had to que dodge a couple ranked games out of four games. Why? The first game I had to que dodge our ADC picked Ziggs. A few games later I have a different player playing as ADC and he also chooses Ziggs as ADC. I've looked up both of the profiles of these Zigg ADC pickers and they have massive losing streaks. However, I feel like the odds of someone picking Ziggs ADC twice seems like an extremely low likelihood of happening. Is Ziggs ADC a legit ADC to play now or am I getting trolled hard by the system?

I just feel really ripped off by the system. I've 5 points for the first que dodge and then 10 points for the second que dodge with a 30 minute wait timer. Just seems like a huge design flaw to punish me when I'm trying to play legit and I get troll pickers on my team. I stand corrected though if Ziggs ADC is a real thing and I'm just overreacting.

Point is, I would like to play each game consecutively and it's been a rough start since coming back. I'm just looking for a good time. I know there isn't much I can do and there is probably little advice to give towards my situation but it feels good to vent.
