The /Remake System

I just got out of a remade game where our top-lane Gangplank failed to connect in the loading screen. He did not reconnect to the game until 2:49 into the game. Not enough time for the remake to kick in, or so i thought. The remake option was available and our ADC started the vote. After he had already reconnected. The Vote also went through being a 2 Votes for - 2 Votes against. I felt really bad for the guy since he lost LP for it and is likely going to get a Leaverbuster low-priority que. Why was the option to remake even available considering he reconnected before 3 minutes, and Why did the vote pass when it wasn't a unanimous vote? If Surrendering needs a unanimous vote, why does Remaking the game not require a unanimous vote? Just honestly wanting people's opinions on this and the whole /Remake system as a whole in its current state.
