On the Current State Of Azir Across All Levels Of Play; Also Ideas For New Occasional Gamemodes
To preface this discussion on Azir's current state I would like to provide some statistics on him. I am excluding pro league games because the sample size is too small to draw conclusions from even without the fact that I don't think I've seen a single Azir game in pro play since his most recent round of nerfs.
These stats come only from ranked games (where players are almost always actually trying to do well) from August 14 to August 21 in 2016. Azir is in the bottom 10 champions for win rate across every single skill tier from Bronze to Masters+. His win rates per tier are as follows.
All tiers combined he is dead last at a 42.7% win rate. In Bronze he is 4th from the bottom at a 43.3% win rate. In Silver he is 2nd from the bottom at a 43.4% win rate. In Gold he is last at a 41.9% win rate. In Platinum he is last at a 42% win rate. In Diamond he is last at a 43.4% win rate. In Masters+ he is 8th from the bottom at a 40% win rate.
From July 22 to August 21st his win rates were barely better, he was still in mostly the same position, and he still occupies the bottom 10 win rate champions at every skill tier but I do not want to bore you with more statistics.

WHAT DOES THIS MEAN?
This data means Azir is fairly heavily underpowered. Riot has consistently said that Azir is supposed to be balanced around having a high skill cap yet we see this fall apart in the stats. Of his 3 highest win rates Silver is tied for First and Bronze players are 3rd after the Silver-Diamond tie, and are only behind by one tenth of a percentage point. Master+ players, who are supposed to be the best, have the lowest win rate of any bracket, at only 40%, so if balancing is being done around the most highly skilled players, it is going even worse than balancing for low level players. While win rate is not the only way to see how strong a champion is (as there are 9 other champions in each game) it has been said on Riot's own QA post on balancing that it is a strong indicator, and an average win rate of 42.7% in far more than a regular distribution from the norm, as the average win rate for every champion combined MUST be 50% because mirror matches are not allowed in ranked and only one side is allowed to win, the average win rate will be 50%.
WHAT SHOULD BE DONE?
Other than the blatantly simple answer of "Buff him" I do not know what should be done, as I'm not a particularly good player, and I don't have the data to say where his problem areas lie, and how his strengths and weaknesses should cancel, so I'll leave it to the Riot Balance Team. POSSIBLE EVENTS FOR THE ROTATING GAME MODE QUEUE
Just a list of events I think would be fun for players, although some rely on Riot still having the data from very old things saved in the code, or else they would take to long to make.

A Throwback Mode in which all items champions and summoner spells are reverted to their oldest forms, think old Soraka
or guinsoo's
, and old items like heart of gold, innervating locket, and DFG are brought back. -
Bildgewater ARAM map
