Question about ranked borders and mastery ribbons

Simple question, are you supposed to be able to see your opponents ranked borders and mastery ribbons during the loading screen? I could have sworn I used to be able to see them but I no longer can. Also, why would they not allow you to see the opponents ribbons and borders, seems kind of unnecessary to me.

You use to be able to see your opponents boarders but that was removed rather soon after people got the boarders.
