lp loss when dodging a ranked after normal dodge

Hi, i just realized that i lost 10lp and have a 30m penalty after dodging the first ranked today and was kinda confused before i read the following:

If a player dodges in a normal game and then dodges in a ranked game, the penalty for the ranked dodge will be the same as if there were two dodges.

I didnt even know that was a thing and wonder why the hell this exists. So normal games and rankeds are completely seperated but not in this case? Yeah, good stuff. Can we get rid of this please? I don't want to get penalized in ranked because i was not in the mood to play a normal game where the lobby was already toxic af when i want to relax and honestly dont see the benefit of this ruling.
