giving teemo "satan" ranged throwing shrooms and the ability to move while stealthed? do you really hate us that much riot? ill go cry into a pillow now.

It's a massive nerf. The change in time it takes to trigger them makes them even harder for Teemo to use in combat, the halving the time they can stay in the ground means he can't spam them on the map nearly as hard as before.
