Client Modernizing Suggestions

(Tl'dr just read bold print) 1: Make smart cast optional for spells like ** and** .
Why can't flash at least have the option to be a manual cast spell like ignite or exhaust ? I'd love to be able to see the range for my flash before I actually do it. I know I can just learn the range through trial and error and that pros probably know the exact range for flash by the pixel, but when I first started playing League a little under a year ago it was a harsh learning curve using flash because I had everything else off of smart cast.

Now that heal targets the champ closest to the cursor I think it should have the same treatment as well. The old heal and barrier it didn't matter where the cursor is, but now that it does we should be able to turn smart cast off if we want it. (There is already an option in the hotkeys for smart casting summoner spells. Nothing would change if we want to leave smart cast on.)

2: Be able to move the champion icon and items in the in-game tab menu like the spectator bar.
When I press tab it always feels weird looking at the enemy jungler or top in the support "spot" on the interface. Just the option to move it would be nice.

3: Be allowed to physically move rune pages between each other.
If I want to organize my rune pages to lets say have all my adc runes at the front and my support pages at the back, I currently have to delete every page and start over if they are already out of order. Time consuming and annoying. Maybe the same can be said for masteries, though I personally don't have as much trouble with them. That doesn't mean that someone else has problems with it though.

4: Rune Generator.
I don't know what to do with this. Maybe have it able to turn runes into multi-stat runes (turn an AD and an AS quint into a weaker AD + AS quint or something like that.) Could be really broken, but I just think something could be done with it :[

5: Start on the item page you want.
This may be a bit minor compared to the others but I'm annoying that I always seem to start on the "all items" page instead of the "recommended" or my own custom pages for champs at the beginning of the game. Maybe it's the other way around for some people. Really it's only 1-2 clicks to go between them, but it's one or two clicks I could be out of the fountain faster. Since lag makes me start about 5-11 seconds in the game anyways, the faster I'm out of the fountain the more comfortable I am.

6: Easier chat system.
It seems hard to msg ppl outside of my game while I'm playing. I'm sure there are a bunch of shortcuts to make it easier, but if that's the case there should be a listing of all the chat commands and their functions in game somewhere, or a tutorial for the chat system. (If there is already one in there and I missed it, then I am sad and should feel sad. Please let me know XD. )

What else could we use?
