What's up with long ques?

So I'm trying to finish getting my new account to lv 30 and I keep getting stuck in ques that range as little as 2mins to ques that can be 40-50mins long. I dont get why being lower than lv 30 gives you such an inconsistent que time and I think RIOT needs to fix this.
