I will have to largely agree. While her E>R was fairly unfun, the main problem was it's high base damage which would allow Anivia to have slightly stronger laning with just mana items than she should have.
However, the change should not have been to remove any sort of reliable damage. Right now she uses too much mana, is too unreliable, and takes too much effort to be an impact and affect the game (at least compared to most other mid lane mages). Her needing to use a full combo just to trade in the lane with the lane opponent feels really awful, and there isn't really any other way to trade with the enemy.
She needs something. Unfortunately, riot thinks she's fine right now, so I can only be saddened to believe that she's going to stay in this state for a while.
