Level 23 & 26 vs full Diamond/Plat/Gold (Pictures inside)

Let me start by saying this is my second account, in my main i'm Silver 4 (in promotion).

Been playing in this account lately trying to reach level 30, mostly normals blind pick and aram. I normally check lolnexus, to see who i should gank/shutdown more (when i'm jungle) or who i'm up against (solo lane).

I'm cool with playing vs higher skilled players, it's a chance to prove myself and check my skill. I managed to handle tank-fizz top early game, though he was farming very well, it reached that point where i could no longer 1on1 him and warwick was making some nice ganks.

What happened is my team got really frustrated really quick. Rengar (plat 1) just quit the game, and the rest of us at that point were just cannon fodder.

I know that ranked elo has nothing to do with normal elo, but i'm curious, how can a level 23/26 with tier 2 runes and incomplete masteries have a elo that can match up players with 1k+ games, full build, with high ranked elo?
